2006 TOURNAMENT RULES & REGULATIONS
RESPONSIBILITY: All entrants
and guests of the Tournament are participating at their own risk. In no
way is the Kiwanis Club of Palmetto, Regatta Pointe Marina, their
respective Boards of Directors and Officers, or the Tournament Committee
or Tournament Sponsors liable for injuries, loss of life or property
damage as a result of participation in the Tournament.
ELIGIBILITY: All fishermen
are eligible to fish in the Tournament and will be separated into four
divisions. Any person convicted of, or having a pending fishing
violation during the past five years is ineligible.
DIVISIONS: Fisherman must
choose to fish in one of the following four divisions: Inshore,
Nearshore, Offshore or Junior.
INSHORE DIVISION: Fishing for
inshore species per the attached point schedule. This division is open
to professional and amateur anglers. Entry fee is $400.00 per boat.
NEARSHORE DIVISION: Amateur
Anglers only may choose to fish this family-oriented division. Fishing
boundaries for this division are shown on the attached sketch. This
division is limited to amateur anglers only as defined by the Tournament
Committee. Entry fee is $500.00 per boat.
Reef/Wreck Grand Slam and Pelagic
Grand Slam awards will apply to the Nearshore Division just as the
Offshore Division.
OFFSHORE DIVISION: Fishing
for offshore species per the attached points schedule. This division is
open to professional and amateur anglers. The Offshore division has no
boundaries and vessels may venture as far from port as you safely care
to go. Entry fee is $1,000.00 per boat.
JUNIOR DIVISION: Youths aged
17 and under may fish up to four (4) anglers in a boat and compete for
prizes in this division, which is separate from the main Tournament.
Parents will be required to sign an affidavit for every Junior Angler on
a Junior Division Team, confirming their knowledge of the rules and
authorizing their participation. They will compete only with other
Junior Anglers. We will be awarding first, second and third place prizes
for the junior only teams. Additional prizes may be available depending
upon the number of participants. This division will pay out 100% of the
entry fee. All other rules and regulations of the “Adult Inshore
Division” apply to the Junior Division, except weight-in time.
Affidavits for Junior Division Anglers will be completed at the Captains
Meeting and a parent or guardian with legal responsibility for the
Junior Angler will have to be present. JUNIOR DIVISION TEAMS ARE
LIMITED TO INSHORE ONLY ! Entry Fee is $100.00 per boat.
BOATS/REGISTRATION FEES: The
number of entries will be limited, and registration may be closed
without further notice. Any boat registering after 12:00 noon on Friday,
August 11, 2006 (if space is available) will be required to pay an
additional $100.00 late fee. Qualified entries will be accepted on a
first come/first served basis. All boats should meet Federal and
Florida safety regulations for their size. The official Tournament radio
Channel is VHF 78. All official Tournament information will be
broadcast on Channel 78. All boats will be assigned a Tournament number
card which must be displayed at weigh-in. Any vessel operated in an
unsafe and/or unsportsmanlike manner may be ineligible to receive
prizes. Note that Federal Maritime Law holds the Captain of the vessel
responsible for the actions of his boat, its wake and its crew.
TACKLE CLASSIFICATIONS: All
line classes may be fished during the event. All fish must be caught by
hook and line on conventional rods and reels. Spinning, casting and fly
tackle are acceptable. Deep trolling devices are acceptable. Electric
reels are prohibited.
FISHING AREAS: Fishing teams
may venture as desired, with the exception of the Nearshore
Division boats. Team boats may not leave the water and be
trailered to a different location and be relaunched. However, team boats
may leave the water to be trailered IF AND ONLY IF the boat is
relaunched at the exact same boat ramp. If you are wade fishing boat
must be at anchor. Anchor must remain set until everyone is aboard.
NEARSHORE DIVISION FISHING AREAS:
Fishing boundaries for this division shall be as follows: The maximum
distance offshore shall be a longitude of 83° 40’00. The maximum
distance to the North shall be Latitude 28° 20’00 and the maximum
distance to the South shall be a Latitude of 26° 40’00. Nearshore
division boats may fish as far to the East as desired, including bays,
rivers, etc.
SPECIES AND SCORING: Eligible
species are listed on the 2006 Point Schedule. A point system based upon
the type and size of fish will be used to determine the winning boat.
Each boat will be allowed to enter six (6) fish for judging during the
event. Inshore species will be judged on a photo catch and release based
on points for each fish and points per inch. Offshore and Nearshore
species will be judged on points per fish and points per pound. Offshore
and Nearshore shall be limited to two (2) fish of any on species.
Inshore shall be limited to two (2) fish of any one species.
HIGHLY MIGRATORY SPECIES PERMIT:
All Nearshore and Offshore boats fishing in this Tournament, must
possess a NMFS Highly Migratory Species Permit. For questions or more

BILLFISH RELEASE: ALL
BILLFISH RECEIVE A STANDARD POINT ALLOTMENT, WITH NO POINTS AWARDED PER
POUND. All billfish are to be released alive and proper release
techniques must be used. The only exception to this rule is if a fish
would qualify as a State or World record. Photographic or video evidence
is required. Any means of such evidence, which is capable of being
viewed by the weigh-in committee members prior to the close of weigh-in
is acceptable. The Tournament Committee will not provide any special
equipment with which to record, photograph or view film. Evidence must
be submitted in a manner, which is not overly burdensome or time
consuming to review. Photos or videos must be of sufficient quality to
identify the species of the fish independent from any other source, must
depict the entire length of the fish and must simultaneously depict the
boats official Tournament number card.
CAPTAINS MEETING (ALL DIVISIONS)
AUGUST 9, 2006 at Regatta Pointe Marina: Food, drinks and music
begin at 5:30 pm. Actual rules discussion to follow at 6:30 pm. The
formal portion of the meeting will include a review of Rules and
Regulations and any last minute changes. An opportunity will be given
for questions and answers. The Captain or a crewmember must register his
team at this meeting. Each team will receive a “Goodie Bag”. Captain or
crewmember will be required by signature, to acknowledge receipt of
“Goodie Bag”, raffle tickets, etc.
AWARDS BANQUET: To be held at
the Manatee County Fairgrounds Arena on Sunday, August 13, 2006 at 12:00
(noon). Starting at this time, silent auction and raffle prizes will be
on display. T-shirts and tickets will be available for purchase. Each
Angler entered in the Tournament will receive a meal ticket for the
Awards Banquet. Extra meal tickets may be purchased on the day of the
event. At 1:00 pm the silent auction closes and food will be served. At
2:00 pm the awards presentation will begin.
GENERAL: The Game and Fish
Laws of the State of Florida shall be adhered to at all times. It is
imperative that the Tournament Rules and Regulations be clearly
understood since they will be strictly enforced to give each fishing
team an equal chance. The major awards of the Tournament will be healthy
competition, fun and fellowship. We expect all participants to uphold
the highest standards of honesty and sportsmanship in the competition.
Each entrant should select a “buddy boat” to assist in the event
of mechanical failure or breakdown. Any and all participation by persons
who are not a crew member of the entered vessel, including but not
limited to: (1) the spotting of fish; (2) reserving locations; (3)
procurement of bait (except purchasing of bait from valid saltwater
product license holders); (4) or otherwise assisting the entered vessel
or anglers in any way as to provide an unfair advantage, is prohibited.
All crewmembers and captain must be on the vessel at any time a fish
is weighed in or when photographic evidence is presented for judging.
A maximum of six (6) people are allowed on a team boat, except in the
Offshore Division which allows 8 people.
BEGIN/END FISHING TIMES (NEARSHORE):
THERE WILL NOT BE A CHECKOUT. Nearshore boats may leave
port and begin fishing at any time after 12:00 (noon), Friday, August
11, 2006. “Port” shall be defined as anywhere east of the COLREGS
DEMARCATION LINE. Teams may fish as late as desired, but must be at
weigh-in and acknowledged by the Weigh Master by 12:00 midnight,
Saturday, August 12, 2006.
ANY BOAT ARRIVING AFTER THIS TIME WILL NOT BE ELIGIBLE TO
WEIGH-IN THEIR CATCH
BEGIN/END FISHING TIMES (OFFSHORE
DIVISION): THERE WILL NOT BE A CHECKOUT. Offshore boats may
leave port and begin fishing at any time after 12:00 (noon) on Thursday,
August 10, 2006. “Port” Shall be defined as anywhere east of the COLREGS
DEMARCATION LINE .Teams may fish as late as desired, but must be at
weigh-in and acknowledged by the Weigh Master by 12:00 midnight,
Saturday, August 12, 2006.
ANY BOAT ARRIVING AFTER THIS TIME WILL NOT BE ELIGIBLE TO WEIGH-IN
THEIR CATCH
BEGIN/END FISHING TIMES (INSHORE):
Inshore boats must check out at the mouth of the Manatee River between
5:00 and 7:00 pm on Friday August 11, 2006. The Committee boat will be
clearly identified and each boat must go to the transom of the Committee
boat to receive their official tournament number card. Each inshore
boat may depart the mouth of the river and begin fishing once they
receive their number. Any inshore boat unable to check in between 5:00
and 7:00pm may call the tournament committee for a location to obtain

boat will monitor VHF Channel 78, as well as be available at the above
listed numbers. Teams may fish as late as desired, but must be at
weigh-in and acknowledged by the Weigh Master by 12:00 midnight,
Saturday, August 12, 2006.

BEGIN/END FISHING TIMES (JUNIOR):
Same as Inshore, except Junior boats must weigh in by 7:00pm, Saturday,
August 12, 2006.
ANY BOAT ARRIVING AFTER THIS TIME WILL NOT BE ELIGIBLE TO
WEIGH-IN THEIR CATCH
WEIGH-IN: All fish and
photographs to be judged must be brought to Regatta Pointe Marina by the
boat on which they were caught or photographed by their respective
division’s weigh-in time. All members of the crew must be present at
that time. All boats must be in the water to weigh-in fish/present
photos. Weigh-in will be conducted in the order in which boats check in.
The six (6) fish/photos being submitted shall be placed on the dock by
one of that boat’s crew. The boat must be removed from the receiving
area immediately after the weigh-in. Determination of species will be
made by the weigh Master and/or Tournament Committee. Teams must show
their Boat # when weighing in. Captains must sign the Official Weigh-in
Sheet. The Weigh Master should be notified on any outstanding catch by
anglers from any boat (youth under 16 who hook and boat and exceptional
fish will be eligible for a special award), or any unusual occurrences
that would warrant special mention at the Awards Banquet.
PROTEST: All protests must be
submitted to the Tournament Committee, in writing, within one-half (1/2)
hour of the closing of the weigh-in station. All winner and crew may be
subject to a polygraph examination. The person filing the protest may be
responsible for the polygraph fee. The Tournament Committee reserves the
right to inspect any boat entered in the Tournament at any time.
POLYGRAPH: All entrants agree
to submit to a polygraph at the request of the Tournament Committee.
Failure to submit to such examination will result in disqualification of
the team. Teams who are requested to submit to a polygraph will be
contacted by 8:00 am Sunday morning. Captain must be at Regatta Pointe
Marina by 10:00 am for testing. Polygraph tests shall not apply to the
Junior Division.
TAX LIABILITY: Anglers are
responsible for any income tax liability accrued by virtue of winning
cash prizes in the Tournament.
PRIZE MONEY: Availability of
prize money will be affected by the total number of boats fishing in the
Tournament.
WEATHER: Captain’s choice.
Fish at your own discretion and risk. Entry fee in non-refundable.
ENTRY REFUSAL: The Tournament
Committee reserves the right to refuse tournament application or entry
from any prospective entrant with or without cause in its sole
discretion. Any applicant refused entry shall be entitled to a refund of
entry fee.
